Private Public Partnership Concessions with budget support for 2019

Open Data Albania is exploring concessionary contracts and Public-Private Partnerships with budget support for 2019. According to the Report on the 2019 Draft Budget, there are eleven concessionary contracts or public private partnerships (PPP) supported by the state budget for 2019. In addition, there are also four more such contracts to be signed in 2019 with line ministries, including the Ministry of Infrastructure and Energy, and the Ministry of Health and Social Protection.
The total annual payment to be paid for 2019 for the concessionary contracts is twelve billion six hundred seventy six million eight hundred sixty two thousand (12,676,862,000 Albanian leke). The annual payment equals three percent of the actual Tax Revenues of the previous budget year.

The Contracting authorities of these contracts are the Ministry of Infrastructure and Energy, the Ministry of Finance and Economy, the Ministry of Health and Social Protection, the Ministry of Education and Sports, and the Municipality of Tirana. The latter is a co-contractor with the line ministries in two PPP contracts.

The Ministry of Infrastructure and Energy plans an amount of six billion two hundred seventy nine million lekė (6,279,779,000) to be paid from the state budget for the concessionary agreements, or 50% of the total amount to be paid by the state budget for the total number of contracts for 2019. Over forty percent of this fee shall be paid for the Construction and Operation of Arbri Road. The 2019 State Budget plans to pay two point six billion lekė for this concessionary agreement. The concessionary contract for the construction and operation of Arbri Road has formally started at the beginning of 2018 and is expected to continue until 2030. Payments for this contract for 2020 and 2021 are expected to be the same with 2019.
After the concession for the construction and operation of Arbri Road, the second largest contract in terms of payment for the concession signed by the Ministry of Infrastructure and Energy, is the contract for the Reimbursement of the replacement roads to the HEC on Devolli River. The year 2019 will mark the last payment of an amount of one billion five hundred eighty four million four hundred six thousand lekė (1,584,406,000). 
For Fier Incinerator, the State Budget plans to pay about seven hundred fifty two million leke (752,772,000).

The Ministry of Health and Social Protection, as the contracting authority of four concessionary contracts, will pay four billion and fifteen million eight hundred and thirty six thousand (4,015,836,000) or 32% of the total amount paid by the state budget for concessionary agreements for 2019. 
The concessionary contract for the Provision of Personalized Sets of Surgical Instruments, Treatment of Biological Waste, and Disinfection of Surgical Rooms shall cost the state an estimated one billion six hundred seven million one hundred nine thousand lekė (1,607,109,000) for 2019, or 40% of the total value of concessionary agreements signed by this authority. This is followed by the Provision of hospital laboratory services,  with eight hundred eighty six million lekė (886,000,000 lekė), or 22% of the total value of the concessions contracted by this ministry. This contract should have already entered into force and cost the state budgets since 2018, but the signing of the contract after the announcement of the winner was delayed, failing thus to become effective in 2018. The Check-Up  is going to cost the State Budget eight hundred and seventy-six million ninety thousand lekė (876,090,000) for 2019, or 21% of the total concessions of the Ministry of Health and Social Protection. 
The concessionary agreement for the Provision of the Dialysis Service in the five regional hospitals will lead to a bill of six hundred forty-six million lekė (646,637,000) for the state budget in 2019.

The Ministry of Finance and Economy is the contracting authority for the contract Customs Scanning Contract. According to the aggregate table on the 2019 Budget Report, this concession shall lead to a bill of one billion six hundred twenty four million four hundred nineteen thousand lekė (1,624,419,000) in 2019, which is equal to 13% of the total state budget concessions. 
Two state budget concessionary contracts are signed by the Municipality of Tirana and line ministries as co-contracting authority. 
Thus, the contract for Tirana Incinerator is signed by the Municipality of Tirana and the Ministry of Infrastructure and Energy. The annual payment for 2019 for this concession is estimated to be seven hundred and fifty-six million and eight hundred twenty eight thousand lekė (756,828,000). 
No payments is yet planned to be made this year for the construction of Tirana schools, a contract signed by the Municipality of Tirana and the Ministry of Education, Sports and Youth. According to the aggregate table in the 2019 State Budget Report, payments for this concession are expected to begin in 2020. 
In 2016, a decision of the Mayor No. 15742, dated 24.05.2016, led to the establishment of a commission for following up prosecution of concession procedures (PPP) relevant to the Improvement of the Educational Infrastructure of the Tirana Municipality through the construction of 17 schools in Tirana. The project will be implemented in Lots where the division is made according to the administrative divisions of Tirana Municipality, while the scope of the contract includes the Design, Financing, Construction, Furniture, Maintenance, Supervision, and Confirmation of Technical Compliance of the education facilities in the Municipality of Tirana. So far, none of the tenders is finalized by the signing of any contracts. 
This project is also based on the temporary tax on education infrastructure, which is applicable to all households, natural or legal persons, domestic or foreign, which reside and exercise economic activity within the territory of the Municipality of Tirana, a tax introduced since 2016.
The Municipality of Tirana explains in its mid-term budget program that the revenues from this temporary tax shall be used for the reconstruction of education facilities, schools and kindergartens, as well as for the educational infrastructure of the Municipality of Tirana, i.e. the construction of new schools and kindergartens. According to the report on the Mid-Term Budget Program, the Municipality of Tirana estimates to generate two billion sixty million lekė (2,060,000,000) from this temporary tax from 2016 to 2018.

Data on concessionary companies established for the implementation of concessionary agreements or PPPs are published on our portal Open Corporates  Albania, under the concessionary companies section. Information about a large number of business companies operating in the country is also available in the same portal in an open data format. The public can learn through such information about legal entities managing public contracts; concessionary contracts or PPPs; and owning public licenses or offering services in our country. Its goal is to ensure transparency, information, and civic control and education. The designing of the Open Corporates Albania is funded by Lėviz Albania program, while the data catalogue of Concessionary Companies implementing PPPs is developed in the framework of the Money, Government and Politics Program, a program supported by the Embassy of the Kingdom of the Netherlands in Tirana. The data are published in an open format that is easy for the public to find, use and reuse. Any data published on a public portal can be converted into open date and be made machine-readable by online search engines.
