Donors of political parties campaigns cab be either natural or physical persons. Donors, however, must always be local people. Donations from foreign citizens or entities are not allowed. Donors may not donate more than one million leks. Based on the value of their donations, donors are divided into two categories. Donors donating more than 100 000 leks have a special legal definition. Such donors sign an agreement, where they exclude themselves from benefits from public assets and funds.

Electoral subjects are required to collect donations of such value only through specially designated bank accounts. For purposes of transparency, the bank account number is made public no later than three days from the beginning of the campaign. The list of donors kept in a special register is also required to be accessible to the public. Although there are no deadlines foreseen by law, the Electoral Code gives an enforced access to this kind of information, applying the ?always public? definition (Article 90 Registration of Non-Public Funds).

Open Data Albania is publishing the entire list of donors who have donated more than  100 000 leks in the 2011 electoral campaign. It includes 34 donors, of which 29 are individuals, and 5 are legal entities, i.e. companies with limited responsibilities (shpk), anonymous companies (sha), and foundations.
