Average deviation from plan to final expenditures2007-2011

Open Data Albania carried an investigation on budged expenditures in Albania according to government functions with the aim to create a visual understanding on money map and where my taxes go for the general public.

Statistical data are published by the Ministry of Finance and are elaborated by Open Data. Our aim is to give a simple explanations on where our taxes goes and to have a look at increasing differences between planed budged expenditures according to the yearly budged law and their actual executions during the year.

Average deviation from plan to final expenditures 2007-1011

Final budget expenditures during the five year period 2007-2011 had been consistently lower than the forecasted expenditures. On average total expenditures has been 6.3 per cent lower than the forecast due to the overoptimistic expectations on revenues, which consistently resulted lower. This was followed by necessary cuts in planed expenditures during the budged execution. During this period, the government expenditures stood in average at 351 billion leks.

Expenditure cuts during difficult times had not affected all the functions fairly. During the five years analyzed, Military Defense had been the most hit sector by cuts as percentage difference while Recreation, culture and religion had been the most advantaged functions. In the latest, final expenditures had been consistently higher than the planned expenditures. But Recreation, Culture and Religion makes only a small part in general expenditures and an analysis on percentage difference does not give a fair understanding. Defense and Healthcare are the functions were more money was saved followed by Public Order and Safety and Education. Economic affairs (where investment on road building take the lion share) and Social Protection were the functions that consistently spent more that what was planned.

In cumulative terms, has is shown on the graph, Military Defense and Health received each 15 BN lek less that the law on budged allocated while Economic Affairs received 49 BN leks more, followed by Housing and community amenities which receiver 23 BN leks more.

These figures show also where the government priorities stood during these years. Military Defence, Health, Public Order and Safety and Education are of less importance when cuts in expenditures need to be done while Economic Affairs, Housing and community amenities, Social Protection and Recreation, Culture and Religion were seen as more important.
