Central Government institutions manage most of the funds of the State Budget. Total funding provided to the Budget for the year 2012 is about 249.2 billion All and over 90% of its managed by the ministries. A clearer picture of the budget allocation for the Central Institutions is given below.

Comments and Analysis: Open Data AlbaniaAs in years, the Ministry of Labor, Social Affairs and Equal Opportunities still in 2012 has the highest portion of government expenditures, where 53.48 billion All are projected for the functions covered by this ministry which is round 21.46% of total central government budget. Compared with Revised Budget of 2011, funding allocated for this ministry increased by about 6.54%. The Ministry of Public Works and Transport follows this classification where its funding is around 42.2 billion All. Compared with RB 2011 , this ministry incurred a budget reduction of about 7.8%, meanwhile its budget is reduced comparing to the total funds allocated for the CI , from 18.4% to 16.95% respectively in RB2011 and Budget 2012.

Comments and Analysis: Open Data AlbaniaThe budget for the Ministry of Education and Science and even for the Ministry of Health, as in 2011, continues to be respectively the third and the fourth most funded CI. The funds for the Ministry of Education and Science, compared with RB2011 increased by 1.5%, and these funds are only 2.79% of GDP. The funds for the Ministry of Health increased slightly by 1.18%, which comparing with the growth of the total budget expenditures for the 2012 vs. RB2011is lower.
Meanwhile, the ministries with relatively small budget level are: Ministry of Agriculture (2.72%), Ministry of Justice (2.33%) followed by Ministry of Culture and Tourism, Ministry of Trade and Energy Ministry of Environment, Ministry of Integration, etc, which level of percentage to GDP is below 1%.
What it is noted is that only 6 out of 44 central institutions manage about 80% of the total budget of CI.
