The Government budget is the financial plan of expenses and revenues expected to be achieved over a year. It is the clearest presentation of a Government’s spending priorities, as it gives the proportion of the funds allocated for each of the major institutions and any citizen can create an idea where the money collected from taxes and fees is spent.

Besides the separation and classification of the Government budget expenses by type of function, Open Data Albania has also carried out the "Money Map" by main budget institutions, which manage most of the funds.

In 2011, the Ministry of Labor, Social Affairs and Equal Opportunities (MLSAEO) portfolio continues to be larger compared to the other ministries. It manages about 19.2% of the entire budget allocated by the Government. In the second position we find the Ministry of Public Works, Transport and Communications (MPWTC) with a very small difference of about 0.7%. During the years, these two ministries have constantly exchanged places in terms of portfolios. In 2006, the MLSAEO budget was higher, but starting from that year, it was replaced by the MPWTC. Year after year, the funds allocated to the MPWTC grew, reaching a peak in 2009 at about 75 billion ALL. The year 2010 marked once more a turning point. Funds to MPWTC fell significantly (36%) and it was again the MLSAEO which obtained the highest portfolio.
The Ministry of Education and Science is in the third position with an allocation of 40.4 billion ALL, followed by the Ministry of Health with a budget of 29.6 billion ALL.
