Public Assistance Indicators in Albania

Open Data Albania has conducted a research work on the number of households receiving public assistance in Albania and its distribution by region, based on datasets provided from INSTAT (Albanian Institute of Statistics) and the Ministry of Labor, Social Affairs and Equal Opportunities.
 
The public assistance is monthly distributed cash assistance for poor families. It can be partial or complete depending on the household incomes.
 
The number of Albanian households that receive the public assistance and the amount of assistance has changed over the years as shown in the following charts:

As it can be seen from the graph, in 2010, 97,540 households have benefited from the public assistance, and the public assistance average fund at the national level was about 347,465,000 ALL per month.
 
The figures show a decrease in the number of households receiving public assistance in 2005 and 2006, but also an increasing trend over the past 3 years. Whereas the public assistance average fund has been steadily increasing from 2007, and compared to 2009’s value, the fund has increased by 5% in 2010.

Based on the datasets it can be noted that the region of Shkodra has the highest number of households receiving public assistance in 2010:

In 2010, there are 15,433 households that receive public assistance in Shkodra. On the other side, the region of Durres has the lowest number of households receiving public assistance, with only 1,442 households.

Although compared to the situation six years ago, the number of households receiving public assistance is lower, during the last three years a growing trend in the number of poor families can be noted. This explains the increase in the necessary fund for financial public support.
