2019 – The year of 1 Euro Albania – State Assets rented out by Rama Government by Beneficiaries

Open Corporates Albania, a database of business companies mostly contracted by Government institutions, is enriched with an information catalogue of entities, which have benefitted from the right of use of public (state) properties granted to them for 1 Euro only per contract. Albania for 1 Euro is an opportunity to give third parties to invest on state property against a symbolic fee of one Euro only. The purpose of such procedure is to encourage potential investors to invest and create new jobs. The Council of Ministers is competent and responsible for these contracts. Contracts for the symbolic fee of 1 Euro are made in line with the criteria, procedure, lease form, emphitheosis, or other contracts over state properties established by Decision of the Council of Ministers No. 54, dated 5 February 2014, as amended.
Contracts against such a symbolic value are made on the condition that the economic subjects meet one of the following criteria:
a. production activity, including investments of more than three hundred million Albanian lekė;
b. active processing of goods that creates no less than 50 jobs.
c. agro-business activities, such as collection, processing, or selling agricultural or farm products, including investments of more than one hundred million Albanian lekė.
d. activity in the area of education, media, including investments of more than two hundred million Albanian lekė.
e. reconstruction, maintenance services, reconstruction of marine vessels, including investments of more than five hundred million Albanian lekė.
Albania-1 Euro contracts apply to state properties larger than five hundred square meters. In 2019, the Albanian Government signed eight such contracts with seven economic entities. In total, the Government has rented out 537 503 square meters for the employment of 916 people. The properties include mainly former military and industrial facilities. They consist of land and specific buildings and infrastructure, which is altogether rented for the symbolic price of 1 euro per contract. During 2019, properties rented for such contracts were located in Tirana, Elbasan, Librazhd, Fier, Gramsh, and Durrės.

In total, the Government has rented out 537 503 square meters for the employment of 916 people. The properties include mainly former military and industrial facilities. They consist of land and specific buildings and infrastructure, which is altogether rented for the symbolic price of 1 euro per contract. During 2019, properties rented for such contracts were located in Tirana, Elbasan, Librazhd, Fier, Gramsh, and Durrės.

The most promising employer seems to be the project of the Korean company Yura Co.Ltd with 516 employees. Others vary from 33 to 100 new employees.

Rozafa shpk, owned mainly by Mr. Gjergj Luca, has signed two contracts in 2019 with the Council of Ministers, as a beneficiary of Albania-1 Euro program. The first one is the contract approved by a Decision of the Council of Ministers No. 526 on 25 July 2019 for a public property named the Former Military Unit No. 5012/20, managed by the Ministry of Defense and located in Ēekrez, Gramsh. The overall size of the facility is 28 960 square meters, which the construction site is 4185.48 square meters. This includes 24 774.52 square meters of functional space. The lease term is twenty years. The Contract is published on the Passport of this company that has benefitted from the Albania-1 Euro Contracts on the Open Corporates Albania database. Rozafa shpk must use this facility to build a factory for processing shrimps through active processing of goods. The project financing is estimated to be 62 711 974 (sixty two million seven hundred and eleven thousand and nine hundred seventy four) Albanian lekė, without VAT. The company is expected to employ at least 60 employees in the long term.
In addition, Rozafa shpk, has also benefitted from Decision of the Council of Ministers No. 701, dated 30 October 2019. In exchange for 1 Euro only, the company is given the right to use a state property registered as the former Iron and Nickel Mining Park, under the Autopark Sector in Pėrrenjas, for 20 years. The facility covers an area of 10 287,3 square meters, including 1 090.5 square meters of construction site, and a functional area of 9 196.8 square meters. The total size is 28 960 square meters, including the former Military Unit 512/20,  located in Pėrrenjas, Librazhd, managed by the Industrial Enterprise. The investor is expected to build a factory for processing shrimps in the amount of 86 709 411 (eighty six million and seven hundred and nine thousand and four hundred and eleven) Albanian lekė, including VAT. Both the respective contract and the layout are published on the website for transparent business companies, Open Corporates Albania.

In 2019, another partner contracted by the Albanian Government for 1 Euro is the Foundation Fundjavė Ndryshe established by Arbėr Hajdari. Through Decision of the Council of Ministers No. 118, dated 13 March 2019, the Foundation is rented  a total area of 43 169 square meters known as the Artillery Repair Workshop and some functional construction site and buildings in Brar, Tirana, in exchange for a symbolic price of 1 euro for 20 years. The purpose of the contract is to give the lessee the right of temporary use of the facility to build an administrative, educational, and social service centre for helping and rehabilitating people in need. The project name is the Solidarity Centre. The foundation will start with 10 employees, and is expected to gradually employ at least 50 people upon completion of the project. Investments from Fundjavė Ndryshe will be divided into three phases. According to the business plan, the foundation will invest an amount of 40 400 000 (forty million and four hundred thousand) Albanian lekė in the first phase, i.e. two years upon taking over the facility and obtaining the necessary permits. In the second phase, the foundation will invest 39 400 000 (thirty nine million and four hundred thousand) Albanian lekė, and 26 101 560 (twenty six million and one hundred and one thousand and five hundred and sixty) Albanian lekė in the third phase. In total the project is estimated to have a minimum investment cost of 105 901 560 (one hundred and five million and nine hundred and one thousand and five hundred and sixty) Albanian Lekė.

Fundjavė Ndryshe Foundation is registered in the Court of Tirana on 1 December 2015. It is run by its Executive Director, Arbėr Hajdari, and members of its board, including personalities, such as Emina Cunmulaj, Ermal Mamaqi, Saimir Kodra, Saimir Kristo, Agim Baēi, Florjan Binaj, and Flori Karaj. The Foundation declares in its website that it has circulated five million Euros generated for charity since its establishment in December 2019. This is a typical case where Albania-1 Euro Program has selected a nonprofitable entity, and not a business company. This foundation is also supported by public funds from the Agency for Civil Society Support and the National Blood Transfusion Centre.

The company from South Korea, Yura Corporation owned by the Yura Co.Ltd founded in 1970 has established a branch in Albania under the name of YURA Corporation Albania shpk. Council of Ministers Decision No. 70, dated 13 February 2019 approved an emphythetic rental contract for 1 euro only for this company. According to this decision, the property subject to this lease agreement is the facility known as the Pipe Base, an area of 49 347 square meters, located in the village of Zhupan, Fier, part of the real estate fund for strategic investment support for a period of sixty years. Previously, YURA Corporation Albania shpk has applied with the Albanian Investment Development Agency and its Strategic Investment Committee to get the status of a strategic investor and the right to develop the foreign investment project for the Design, Construction, Ownership, Maintenance and Operation of a facility, an industrial plant, and other facilities for the production of electric parts and systems for cars for an amount of investment of 6 459 000 (six million, four hundred and fifty-nine thousand) Euros and an employment plan for five hundred and sixteen employees. The area is 49 347 square metres, part of the cadastre area 3934. According to the contract, YURA CO  Ltd was founded in 1970 in South Korea and exercises its activity in the sector of electric systems and auto parts production in sixty factories in eleven countries in the world, employing twenty-eight thousand employees.

Another Albania 1-Euro contract is the one with the Albanian company Alliance Resource shpk. This company was founded on an address in Bradashesh, Elbasan. The company is owned by the Albanian citizen Mbarime Koroci and the Chinese citizen Wen Ming. In exchange for 1 Euro, the company shall use for twenty years an area of 57 390 square meters, which includes the Iron Concentrate Depot of 2 655 square meters, including a construction site of 1500 square meters and a functional area of 1155 square metres, as well as Concrete Tubs of a total size of 400 square meters, including a construction site of 400 square meters, and free construction site of 400 square meters, a total area of 54335 square meters under the management of the Steel Production Enterprise of Elbasan. The investor will build a zinc and iron production plant worth a value for reconstruction and machinery of 340,000,000 (three hundred and forty million) Albanian leke. The investment is designed to be made by the company’s own funds and those of its business partners, i.e. Koroci company and the Alliance Resource Investment Limited ltd China. The contract for this emphitheosis lease is accessible on the website of Open Corporates Albania.

Blue Imperial shpk is the investor that has benefited from the Council of Ministers' Decision No. 508, dated 17 July 2019, a 1 Euro lease contract for twenty years for the former depots of Military unit 2045, a total area of 353 686 square metres, including the unit's area of 8 553.58 square meters, including five tunnels with a surface of 3 424.6 square metres. Located in Qafemolle, Dajt, Tirana under the management of the Defence Ministry. The business goal is to build a Capanon within which two new lines for filling gassed and non-gassed mineral water will be assembled. Blue Imperial shpk is going to invest a total of 942 346 300 (nine hundred and forty-two million three hundred forty-six thousand, and three hundred) lekė within 2020 on the above-mentioned state property for purchasing the new processing lines for the filling of mineral water with a contract signed with the German company, Krones AG, construction of storehouses, and the purchasing of vehicles for distribution. The mandatory number of employees is no less than fifty. The company is managed by Haredin Kastrati.

UNIERO shpk has signed a contract for benefiting from Albania 1 Euro project with Durres Municipality on 28 March, a contract, which was later approved by the Council of Ministers' Decision No. 507, dated 17 July 2019. The contract is signed for 1 Euro for an area of 930 square metres, where 900 metres include the ground floor of the former military unit. The contract terms is eight years. The purpose of the contract is the production of paper and textile bags, as well as fason goods. The contract is signed by then Mayor Vangjush Dako and UNIERO manager Arian Gjyzeli.

MTCS shpk is the tenant of a state asset in Tirana known as the former Metal Company Tirana, the Watch Ward, with a surface of 4021.5 square metres, including a construction surface of 1624.4 as part of cadastre zone 8220 managed by Industrial Enterprise No. 1 Tirana. The contract term is twenty years. The owner of MTCS is journalist Carlo Bollino. The project envisioned in this rental contract consists of a television of contemporary technical parameters and adequate and quality work facilities, installing modern technology machines, which will enable increased amounts and quality of programmes serving the establishment of a contemporary radio television media broadcasting centre. Funding for the project is projected at 205,000,000 (two hundred and five million) Albanian leke, excluding VAT, and will be completed into three phases within sixty months. By the end of these phases, the number of employees will have increased by at least thirty-three new employees.
