Public investments in Albania, 2004-2016

Open Data Albania is exploring on the level of public investments in the Republic of Albania throughout 2004-2016. In 2016 Public Budget, Public Investments are projected to amount to ALL 59.98 billion, which indicates a contraction versus the previous year and the lowest value of Public Investments budgeted since 2008.

According to projections on the actual year, investments with foreign financing will run at 53% and domestically financed at 47%.   As it is already observed, while foreign financing in absolute terms for public investments have increased, domestic financing have declined.

The level of public investments underwent big fluctuations during these years, but the biggest annual increase of such investments was recorded in 2008. Public investments during this year increased by 65% versus the previous year. The increasing trend continued even in 2009. The highest level of public investments in absolute values was recorded in 2009 with ALL 95.9 billion.

During 2004-2016 period, on average 63% of public investments are financed from domestic sources, while 37% from foreign sources. Public investments are dominated by high levels of domestic financing during each year with the exception of 2012, when only 44.5% of public investments were domestically financed. In 2007, public investments from domestic sources amounted to about 85%, which is one of the highest rates compared with other years.

An interesting ratio to be considered is the level of public investments per capita. Public investments per capita ratio has been steadily increased from 2004 up to 2009, but 2009 records the highest value of investments, which amount to of ALL 32 752 per capita.

In 2016, ALL 20 800 of investments per capita are projected, a low value versus recent years budgeting.
