Expenditures for the Ministry of Health in 2014

Open Data Albania has considered the budget allocated to the Ministry of Health in 2014 and its actual realization. In the Initial Budget 2014, funding for the Ministry of Health were ALL 33.97 billion or 2.17% of GDP. The majority, about 18.2 billion or 60% of the budget served to finance the program for "secondary care service ''.

Revision of the budget in September 2014 resulted in a total increase of funds for the Ministry amounting to ALL 496 million. The financing structure was also changed. Funds for the capital investments with foreign financing to realize the program on "primary health care service ?were shrink by ALL 390 million and they were not accompanied by an increase of investment funds with domestic financing. The situation for "secondary care service" is quite different. The capital funds with foreign financing for this program decreased by ALL 609 million, but at the same time the funds for investments with domestic financing were increased by ALL 1.15 billion.

At the end of 2014, Monitoring Report of the Ministry of Finance reported that current expenditures for the Ministry of Health amounted to ALL 33.97 billion. This figure corresponds to a rate of 112% of the funds foreseen in the Initial Budget. The lowest performance of all programs is reported for capital expenditures for "Public health services", by 35.7%, due to failure to purchase the necessary medical equipment in order to cope with Ebola virus.

Compared with recent changes made to the budget after September, the realization of investments for the Ministry of Health amounted to 95.6% and the current expenditures run at 97.8%. It should be noted that the Ministry of Health was based on the use of Letters of Credit for the realization of investments with domestic financing during 2014. The total value of Letters of Credit for this Ministry was ALL 298.5 million. This figure equals to 37.7% of domestic financing investments provided for in the Initial Budget in 2014.
