2013-2014 budget expenditures for compensation of former political persecuted

Open Data Albania has considered the projected expenses and payments made in compensation of the former political persecuted from the state budget during 2013-2015. In 2013, ALL 3 billion were projected as a compensation for the ex-persecuted, the highest amount allocated for this category from the state budget over the years.

The funding provided at the beginning of the year didn't change the review of the budget in October and December. Up to the end of 2013, the Treasury of the Ministry of Finance reports that ALL 2.99 billion were disbursed for this category, or 99.7% of the projected amount.

In the initial Budget of 2014, ALL 1.8 billion, or 40% less than in 2013 were projected for the compensation of the ex-persecuted. The review of the 2014 budget in September was not associated with increases, or decreases in funding for former political prisoners, despite the change of the law on compensation of the ex- persecuted, which provided for acceleration of payments to persons still living. The year 2014 was closed with ALL 1.76 billion paid from the budget, ALL 41 million less than it had been anticipated at the beginning of the year. In 2015, ALL 2 billion or ALL 200 million more than in 2014 were anticipated to be paid to ex-political persecuted.

Treasury of the Ministry of Finance reported that ALL 1.51 billion were paid until September 2015, something that indicates that 76% of the projected amount was paid in nine months.

The highest rates of payments were made in March  and June, respectively ALL 740 million and ALL 524 million. According to reported figures, not any payment was made in July and September.

Since 2005, the State Budget has paid a total of about ALL 14 billion as per compensation of the former political prisoners. In 2013, expenses for former political prisoners accounted for 0.73% of the Total Budget Expenditure, a rate which dropped to 0.4% in 2014 and 0.42%, in 2015. In terms of GDP, expenses for former political prisoners have changed from 0.22% in 2013 to around 0,13% in 2014 and 2015.
