Voter turnout in Local Government elections 2015

Open Data Albania has researched on the turnout in local government elections of 21 June 2015. During this research, it considered indicators about voters contained in the voter register; voters who took part in the voting process and percentage of the voters turnout in the process. Data were analyzed both at national and regional level.

At national level, the total number of voters in the list is 3,372,471 (three million three hundred and seventy-two thousand four hundred and seventy one) Albanian nationals. The number of voters who have exercised their right to vote is 1,612,217 (one million six hundred and twelve thousand two hundred and seventeen). The turnout rate in local government elections of 2015 is 47.83%.

This large difference between the citizens who are eligible to vote and those who exercise their right to vote, shows a handicap of electoral representation. Non-participation in voting has been increased significantly compared to 2011 local government elections when the turnout rate at national level was 50.5%. This boycott has been increased in some areas due to inability of immigrants to vote, or apathy and dissatisfaction of voters with candidates and entities.

According to the voters list, the number of voters in Tirana region was 816,875 people. The rate of voter's turnout in this region is 50.07% or 2.6% less than in the earlier local government elections. Kukes and Dibra regions had the highest rate of turnout in voting respectively 58.79% and 57.76%.  Whereas the turnout rate of 36.75% in Vlora region was one of the lowest. But in 2011, voters' turnout in the regional elections was 41.8%. It is already observed that during these elections, voter's turnout in southern regions is generally lower compared to voter's turnout at national level.

Voters' turnout in Lezha and Kukes declined significantly in 2015 compared to the elections process of 2011. Specifically in 2011, 51.3% of voters casted their ballots in Lezha local government elections compared to the local government elections of 2015 when only 42.4% of the voters casted their ballots. In 2015, the turnout rate in Kukes local government elections was 58.8% compared to the previous local government elections such as those of 2011 when the turnout rate was 65.5%.
