Actual Budget for the Judicial System in the Republic of Albania, 2012-2013

Open Data Albania is exploring regarding the actual budget spent on institutions that regulate or are part of the Judicial System in the Republic of Albania. The judicial system is exercised by the Courts of First Instance, Courts of Appeal and Supreme Court. In 2013 the First Instance Courts were dissolved in the District Courts and the Administrative Courts of First Instance.

Data for this article were realized through Spending Data Albania Catalog. All transactions with value, date, description of expenditure and beneficiaries are accessible through the State Treasury Monitoring application.

The High Council of Justice, as the institution that controls the functioning of the judicial system and that of First Instance and Appeal had a factual budget of 53,617,224 ALL in 2012 and 56,236,239 ALL in the next year. Constitutional Court which guarantees respect for the Constitution and makes its final interpretation has had a higher budget than HCJ, respectively 85,513,212 and 80,233,632 ALL in 2012 and 2013. The Supreme Court has recorded a budget of 135,422,071 and 152,902,826 in 2012 and 2013. Overall in 2013 the institutions of the justice system have spent 1.65 billion ALL.

Courts of appeal have recorded a total budget of about 238 million ALL in 2013. The Court of Appeal with higher budget costs of is the Court of Tirana with respectively 91 million ALL spent in 2012 and 87 million ALL in 2013. The budget of other Courts of Appeals is significantly lower than that of the Court of Tirana scoring values belonging to the range of 20-30 million ALL.

For the District Courts the Albanian state has spent 937 million ALL in 2012 and another 980 million ALL a year later. Tirana District Court constitutes about 24% of the total budget expenditures, followed by that of Durres with about 14% of the total.

Administrative Courts of First Instance have functioned as such only in the last year. This external administrative control that until recently has been handled by the administrative sections of ordinary courts, will now be implemented by the administrative court established by law nr.49/2012. In total, these courts have had a budget of 14 million ALL. The court with the highest budget is the one of Tirana with respectively 33% of the total or 4.6 million ALL.
